Rule 1029,1 Doris Stouter (Stouter) brings this expedited appeal from the Order of the Circuit Court for Frederick County which fixed the amount required for James Bailey (Bailey) to exercise his right of redemption regarding his 96-acre tract of property purchased at a tax sale by Stouter.
