BURKE, Justice.

Wade Oilfield Service Company and Jesse Wade (Wade) seek return of workers' compensation insurance premiums paid to Providence Washington Insurance Company of Alaska between 1976 and 1981. Wade contends (1) that he was overcharged based upon the insurance company's erroneous application of the "payroll limitation rule," and (2) that he was charged premiums for coverage under the United States Longshore and Harbor Workers' Compensation...
