Plaintiff, Donald, is an inmate at the Southern Ohio Correctional Facility (SOCF). In April of 1982, he was scheduled for a post-conviction relief hearing to be conducted by the Montgomery County Common Pleas Court. He was to be housed in the Montgomery County jail during the course of the hearing.
