In this appeal we are asked to construe § 25-5.1(c)(3) of the Harford County Zoning Code (1982 as amended) which provides:

(c) Nonconforming Buildings, Structures and Uses. Nonconforming buildings, structures or uses may be continued subject to the following provisions: ..... (3) In the event a nonconforming use ceases for a period of one (1) year or more, then the nonconforming use shall be...
