Appellant Raymond Proffitt brought this citizen suit against Rohm & Haas for violations of the federal Clean Water Act, 33 U.S.C.A. §§ 1251-1376 (West 1986 & Supp.1988), and for violation of Pennsylvania's Clean Streams Law, 35 Pa.Stat.Ann. §§ 691.1-.1001 (Purdon 1977 and Supp.1988).
