This is a suit by the St. Landry Parish Police Jury (the Police Jury) against fifty-four defendants.1 The suit sought a declaratory judgment by the trial court stating that the proposed balanced budget of the Police Jury was in compliance with Louisiana law and also preventing the defendants from enforcing their budgetary requests against the Police Jury.
