On June 19, 1985, a federal grand jury filed an indictment charging appellant William Tobin and Frank Mancini with conspiracy to possess cocaine with intent to distribute; possession of cocaine with intent to distribute; and forcibly resisting agents of the Drug Enforcement Administration during the performance of agents' official duties.
