This appeal concerns the issuance of a sewage discharge permit by the Alabama Department of Environmental Management (ADEM).

The plaintiff objected to ADEM's issuance of a permit to Longcrier Builders and Development, Inc. which allowed it to discharge 80,000 gallons per day of treated sewage into Boggy Branch, a stream located in south Baldwin County. She appealed the issuance of the permit to the Alabama Environmental Management Commission...
