Department of Professional Regulation, 458 So.2d 808 (Fla. 1st DCA 1984) (if the instructions to a portion of the acupuncture examination are misleading and insufficient, the remedy is to allow those persons who failed the exam due to the misleading instructions to retake that portion of the examination).
