Appellant Raymond Castillo was employed by the Army & Air Force Exchange Service (AAFES) as retail operations manager of the Phillippines Area Exchange at Clark Air Base in the Republic of the Phillippines. The AAFES is a non-appropriated government agency within the Department of Defense.
