The objective of the Clean Water Act is to "restore and maintain the chemical, physical, and biological integrity of the Nation's waters." 33 U.S.C. § 1251 (1982). Under the Act, the discharge of any pollutant into the navigable waters of the United States is unlawful. Id. § 1311(a).
