Plaintiff filed this Complaint on November 17, 1983 alleging violations of the Rehabilitation Act of 1973 §§ 501 and 504, 29 U.S.C. §§ 791 and 794. Plaintiff voluntary dismissed Counts V, VI, VII and VIII of the Complaint by Stipulation dated October 15, 1986.1 On that same date a Stipulation of Facts was submitted by the parties.
