Petitioners apply to this court for attorneys' fees and costs in the amount of $65,182.55 pursuant to the Equal Access to Justice Act (EAJA), 28 U.S.C. § 2412(d)(1)(A) (1982 & Supp. III 1985). These fees and costs were incurred in bringing petitions for review of decisions by the Environmental Protection Agency fixing tolerances for the amount of the pesticide ethylene dibromide (EDB) found in imported mangoes.
