Peter Shapiro, Esq.), which set aside decisions of the Durham Planning Board (the board) and the Durham Zoning Board of Adjustment (ZBA) approving the defendant's proposed development of housing for older citizens and which ruled that the defendant's proposed use of a right-of-way was unreasonable...
