COUCH, Judge.

This appeal relates to the authority of the Prince George's County Department of Licenses and Permits to issue a notice of violation of the Prince George's County Building Code. For the reasons herein expressed, we hold that, in Prince George's County, the purchaser of a dwelling house constructed in violation of the building code is the proper party to serve with a notice of violation after title has passed from the vendor to the purchaser.
