On July 5, 1985, Thomas Kadlec (Kadlec), plaintiff-appellee, was granted a hearing before the Illinois Department of Public Aid (the IDPA) concerning the rejection of his application for medical assistance under the Aid to the Aged, Blind or Disabled program.
