WOZNIAK, Judge.

Appellant Minneapolis Police Department appeals the decision of respondent Minneapolis Commission on Civil Rights (MCCR) finding the police department committed discriminatory practices and took retaliatory action against Diane Sterling, a police clerk who alleged employment discrimination. We reverse.
