MARKUS, J.

The defendant sewer district appeals from a declaratory judgment that its billing procedures violate the plaintiff building owner's constitutional right to equal protection. Legitimate government interests provide a rational basis for the challenged procedures, so they do not contravene the building owner's constitutional rights. Consequently, we reverse the trial court's judgment.
