PETERSON, Special Trial Judge:

This case was heard pursuant to the provisions of section 7456(d)1 (redesignated as section 7443A(b) by the Tax Reform Act of 1986, Pub. L. 99-514, section 1556, 100 Stat. 2755), and Rules 180, 181 and 182.2

Respondent determined an addition to tax under section 6651(a)(1) in petitioners' 1981 Federal income tax in the amount of $1,562.15....
