GEE, Circuit Judge:

The appellee bank denied appellant Jeetendra Bhandari credit partly because he was, although a lawful permanent resident of the United States, not a citizen. In the ensuing lawsuit, the district court held that 42 U.S.C. § 1981 gave no remedy for discrimination against aliens by private persons, deciding, as well, other questions not pertinent here. It did so despite our contrary decision in Guerra v. Manchester Terminal Corp.,
