At issue in this appeal is the validity of the 1984 state legislative reapportionment plan which was promulgated in an attempt to comply with our decision in Carpenter v. Hammond, 667 P.2d 1204 (Alaska), appeal dismissed for want of substantial federal question, 464 U.S. 801, 104 S.Ct. 45, 78 L.Ed.2d 67 (1983).
