This appeal arises from a grant of summary judgment for the defendant, appellee here, the United States Navy. The plaintiff-appellant, Ross J. Laningham, sued pro se, alleging violations of his rights under the Privacy Act, 5 U.S.C. § 552a (1982) and seeking damages under 5 U.S.C. § 552a(g)(4) (1982).
