The plaintiff, Ernest J. Waits, alleges that the plaintiff and defendant entered into a contract dated July 29, 1982, to provide certain consulting services for the purpose of aiding minority business enterprises ("MBEs").

Plaintiff further alleges that he completed his part of the contract but defendant wrongfully refuses to pay plaintiff in accordance with the contract.
