Because they involve the same respondent, these two attorney disciplinary proceedings were consolidated upon submission for our review. One proceeding grows out of the respondent's failure to file federal or state income tax returns for two years. Coupled with the income tax charge is an allegation that respondent failed to cooperate with an investigation into his failure to file.
