Defendant in this criminal case seeks review of the determination by the Court of Appeals that he was not denied his right to a speedy trial under Article I, section 10, of the Oregon Constitution by a 16-month delay between indictment and the time of his arrest, the delay being due entirely to budget restrictions that reduced the number of police officers who were available to serve arrest warrants.
