Now before the court are three motions: The motion of the Virgin Islands Bar Association ["VIBA"] for release of attorneys' licensing fees held in escrow; the motion of the plaintiffs in Civil No. 84/5 for clarification of the court's opinion of September 30, 1986; and the VIBA's motion for attorneys' fees.
