In this administrative mandamus proceeding (Code Civ. Proc., § 1094.5) we review a judgment granting a peremptory writ of mandate.1 The writ commands the California Coastal Commission (Commission) and the South Central Coast Regional Commission (Regional Commission)2 to confirm a vested right in the Halaco Engineering Company
