In this extradition proceeding the real party in interest, Rita Ruiz, was arrested in San Diego pursuant to a Texas arrest warrant based on a charge of felonious interference with child custody (Tex. Pen. Code, § 25.03). Responding to the extradition demand of the Governor of Texas, the Governor of California issued an arrest warrant for Ruiz, pursuant to Penal Code1 section 1549...
