This is a suit to recover damages for personal injuries suffered by the plaintiff John Payne, a lieutenant with the New Orleans Police Department. Payne and another police officer, Wellington Beaulieu, were struck by a spool of cable protruding from the bed of a truck which was driven by Richard F.
