This case is before us on appeal from a decision by the United States District Court for the District of Puerto Rico granting summary judgment to the United States and dismissing plaintiff's cause as not being actionable under the Federal Tort Claims Act (FTCA), 622 F.Supp. 457 (D.P.R.1985).
