Akmed Khalifa appeals the trial court's dismissal of seven causes of action alleged against respondents after Khalifa failed to receive the State's 1982 light bulb contract. Khalifa claims that the contract was initially set aside under the Small Business Procurement Act, Minn.Stat. § 16.083 (1980) and then removed from that program for impermissible racial motives that violate the Minnesota Human Rights Act (MHRA) and 42 U.S...
