Ordinance Number 1 of 1984 of the Vernon Parish Police Jury regulates and taxes retailers of Vernon Parish with no fixed place of business. Mr. Charles Forgette, plaintiff-appellant, asserts that the entire ordinance fails to achieve any legitimate governmental purpose, and that this court should therefore declare the ordinance to be unconstitutional and unenforceable.
