Bagga was indicted on July 11, 1978 on one count of making false sworn declarations before a court of the United States in violation of 18 U.S.C. Section 1623. Prior to his trial on April 10, 1985 Bagga filed a motion to dismiss the indictment on the ground that he had been denied his right to a speedy trial under the Speedy Trial Clause of the Sixth Amendment.
