Aliceville Hydro Associates ("AHA") petitions this court for review of two orders of the Federal Energy Regulatory Commission ("FERC" or "Commission") rejecting as untimely AHA's application for a preliminary permit to construct a hydroelectric plant at the Aliceville Lock and Dam in Pickens County, Alabama. As a result of FERC's action, it is probable that a license authorizing hydroelectric development of the Aliceville site...
