On February 24, 1981, appellants Robert Leroy Davis, Sr. and Robert Leroy Davis, Jr. were severely injured in a collision with a vehicle owned by the City of Port St. Joe, Florida ("the City"). The aforementioned appellants, as well as appellant Reba K. Davis, subsequently filed suit against the City and The Travelers Indemnity Company of America ("Travelers"), the City's insurer, seeking compensation for the injuries sustained in the collision...
