On July 24, 1985, Safeway store security officer Richard R. Saffell observed Eddie Page in the Bentley Mall Safeway Store in Fairbanks. Saffell saw Page, accompanied by a female, filling a shopping cart full of meat. On the lower tier of the cart was a cardboard box.
