HATCHETT, Circuit Judge:

In this appeal, we are urged to reverse a district court holding that special factors counsel against allowing a former parolee to bring a Bivens action against his former parole officer for misrepresentations to the former parolee and for recommendations the parole officer made to the United States Parole Commission. We affirm.
