Rick Morgan instituted this action under 42 U.S.C. §§ 1983, 1988, alleging the city of Rawlins (City) and Abe DeHerrera, appellees, deprived him of his First and Fourteenth Amendment rights by encouraging him to voice his concerns about problems in the City's police department and then terminating his employment shortly thereafter.
