This is an appeal from the Superior Court's (Cann, J.) dismissal of a petition for certiorari brought by the plaintiff pursuant to RSA 677:15, after the planning board of the town of Barnstead (the board) denied the plaintiff's subdivision proposal. We reverse and remand.
