Frank Brown, Jr., an Arkansas state prisoner, appeals from the District Court's dismissal of his petition for habeas corpus under 28 U.S.C. § 2254. Brown was convicted of murder in the Circuit Court of Craighead County in 1981 and sentenced to life in prison. His conviction was upheld on direct appeal by the Arkansas Supreme Court, Brown v. State, 277 Ark. 294, 641 S.W.2d 7
