PER CURIAM.
Plaintiff-appellant William Marohnic appeals from the district court's grant of summary judgment in favor of defendants-appellees Richard Walker and The Barren River Regional Mental Health-Mental Retardation Board, Inc. (the "Board"). On appeal, Marohnic asserts that material issues of fact exist concerning his claim that Walker made negative statements about him in retaliation for his First Amendment speech.
