This Social Security Appeal arises from the decision of the Secretary's Appeals Council to reverse the ALJ's award of disability benefits. The parties have filed cross motions for summary judgment and there are no disputed issues of material fact. We conclude that the decision of the Secretary, embodied in an Appeals Council Opinion which is characterized by inconsistencies and misstatements, is wholly unsupported...
