HALL, Judge.

In this consolidated appeal Misty Shane appeals a final order of dependency of her two minor children and an order placing the children in the custody of their paternal grandparents.

We agree with appellant's argument that her rights and those of her children were grossly violated by the failure of the Department of Health and Rehabilitative Services (HRS) to follow the procedures of the Juvenile Justice Act in obtaining the order of dependency...
