Lubbock County, Texas, and officials of the Sheriff's Department, defendants, in these two consolidated cases on appeal allege legal error in the district court's ruling that the County's strip search policy was unconstitutional. In the Stewart case, defendants also allege that the district court abused its discretion in refusing to set aside a default judgment for attorney's fees.
