The question is whether the Department of State Police may refuse to disclose to the United Plant Guard Workers of America reports, sought by UPGWA pursuant to the Michigan Freedom of Information Act,1 containing the names and addresses of guards employed by certain security guard agencies, on the ground that it would constitute, within the meaning of the FOIA, a "clearly unwarranted" invasion of the guards' privacy.
