Ann Rogers, a civilian employee of the Pine Bluff Arsenal, operated by the Department of the Army, brought this Title VII case claiming that she had been denied a promotion because of her sex. The District Court1 found in favor of the plaintiff and awarded her retroactive promotion and backpay. On appeal, the Secretary of the Army does not contest the finding of discrimination.
