The Minneapolis Civil Service Commission and its individual members brought an action to have a portion of a collective bargaining agreement between respondents, the City of Minneapolis, the Library Board of the City of Minneapolis, and the American Federation of State, County and Municipal Employees declared void, for an alleged conflict with the city charter of the City of Minneapolis and the rules of the Minneapolis Civil Service...
