On October 1, 1980, at approximately 3:50 A.M., Detective Johnny Carman, who was assigned to the 109th Precinct Auto Larceny Recovery Team, was on patrol in an unmarked patrol car with Detective Isaac Finkel. They stopped at the traffic light at the intersection of 23rd Avenue and Bell Boulevard in Queens and noticed a green Chevrolet Vega, with license plate number 330PDO, stopped at the same traffic...
