This is a class action brought by black citizens and electors of Greene County, Alabama. In this phase of the litigation plaintiffs claim that Act No. 507 of the 1983 Alabama Legislature is unenforceable because it has not been approved under Section 5 of the Voting Rights Act of 1965, 42 U.S.C. § 1973c.
