Persons who wish to be licensed as distributors of dangerous drugs must file appropriate applications with the Ohio State Board of Pharmacy ("board"). R.C. 4729.54(B). A licensee must submit an application for renewal each year. R.C. 4729.54(I). In 1982, the board distributed application forms for the 1983 calendar year.
